ECOSOC always contains a stable fraction of Western liberal democracies because, like the CPC, its membership countries are divided into regional blocs (eg 14 members must be African). The current list, for example, includes the United States, Germany, France, Spain, the United Kingdom and —hold the applause – Canada.
