Regina’s executive committee voted eight to eight on Wednesday in favor of moving a motion to council that would improve Mosaic Stadium before the 2027 Gray Cup.
Nearly a decade after its doors opened, Mosaic Stadium is in need of some upgrades. Using money from Mosaic Stadium’s reserve, the plan is to spend about $8 million to replace the field’s turf and video display boards.

But that would also put the reserve in the red by more than $10 million — something that worries some advisers.
The Riders are the first of nine teams preparing to comply with the CFL’s new regulations. Since the stadium also remains a shared community space, some are concerned that taxpayers who aren’t Roughrider ticket holders will end up paying for their field improvements. Meanwhile, the average homeowner in Regina currently pays about $7 a month for the stadium.
“Whatever precedent we set here will set a precedent for other cities that follow, so I think it’s serious,” says Coun. Sarah Turnbull.
