BC leads that category with a staggering 200 per cent increase in debt to $70.3 billion over 18 years, followed by Manitoba (144.7 per cent to $22.5 billion), Saskatchewan (108.9 per cent to $9.4 billion) and Ontario (94.9 per cent), the province with the highest debt at $459 billion. Net debt in Quebec and three of the four Atlantic Canadian provinces, excluding PEI, has increased by 35 per cent or less.
