Spain’s government unveiled a 9 billion euro energy transition plan on Monday that would include making homes more energy efficient and offering near-free public transport to low earners.
The project, which would be co-financed by the European Union, was announced as Spain faces a global energy shock caused by the US-Iran war, and as it positions itself to cope climate change.
“The energy revolution cannot be just for those who can change cars, put solar panels on their roof or renovate their houses without subsidies,” said Spanish Prime Minister Pedro Sanchez. “She should reach everyone.”
For the plan to pass, Sanchez needs a majority in parliament to back it, but his Socialist Party holds just over a third of the seats.
It calls for 4.7 billion euros to be set aside to make homes, public housing and neighborhoods more energy efficient, and to promote communities that share electricity and install solar panels in homes and neighborhoods.
Another 4.3 billion euros will go towards adapting transport, including in rural areas, and renewing the fleet used by firms and independent workers.
An almost free pass would also be given to people in low-income households and vulnerable groups.
