Artificial intelligence has become one of the defining technologies of the modern economy, transforming everything from healthcare and finance to manufacturing and logistics. Governments and businesses around the world are investing heavily in AI infrastructure and talent, creating an increasingly competitive race for skilled professionals. In the UK alone, government forecasts suggest that jobs directly involving AI activities could reach 3.9 million by 2035, representing around 12 percent of the workforce.
However, when it comes to AI leadership, investment is only part of the story. A new analysis from the Teamed firm shows that countries able to cultivate, attract and retain AI talent can have a more sustainable competitive advantage than those that simply spend more money. The study ranks nations using a combination of AI investment, employment demand, talent concentration, patents, research output and workforce indicators.
While the US remains the world’s leading AI nation, Canada emerges as a success story, ranking third globally despite a relatively modest level of investment compared to its southern neighbour.
The US leads the rankings with an AI talent score of 9.18 out of 10. Its position is driven by extraordinary levels of investment, with more than $180 billion invested in AI startups and over $52 billion directed toward generative AI initiatives.
America also remains home to many of the world’s leading AI companies and research institutions, creating a robust innovation ecosystem that continues to attract global talent.
However, the findings reveal an important nuance. Despite its financial dominance, the United States lags behind some countries in terms of concentration of AI talent. This suggests that while America remains the epicenter of AI investment, the competition for skilled professionals has become increasingly global.
Canada’s main power
Canada ranks third overall with an AI talent score of 8.89, ahead of the United Kingdom, Israel, Singapore, Germany, France and Australia. What makes Canada’s performance remarkable is that it achieves this position by attracting only a fraction of the investment flowing into the US AI ecosystem.
According to the analysis, Canada recorded approximately $3.1 billion in seed AI investment and $209 million in generative AI investment through 2025. These numbers are dwarfed by US spending, yet Canada’s AI employment index, AI posting rate and talent concentration remain remarkably strong.
The report highlights Canada’s software-to-AI transition rate of 64.67 percent, showing that existing tech professionals are successfully upgrading to AI-related roles. This could be one of the country’s greatest strategic advantages.
Canada’s strong performance is no accident. The country has spent decades building foundations in artificial intelligence research. Institutions such as the University of Toronto, the University of Montreal, the University of Alberta and Vector Institute have become internationally recognized centers of excellence. Researchers including Geoffrey Hinton, Yoshua Bengio and Richard Sutton helped establish Canada as one of the world’s leading centers of AI research long before the generative AI boom.

For example, India ranks second globally, despite attracting only a fraction of US funds. Canada ranks third under similar circumstances. Finland and Sweden also outperform many larger economies due to strong talent pipelines and employment activity.
The findings suggest that workforce quality, education systems, research output and employer demand may become more important predictors of AI’s long-term success than venture capital alone.
Rather than focusing exclusively on attracting large-scale investment, governments can achieve greater gains by strategically investing in education, immigration pathways, research infrastructure and workforce development.
The report also highlights a growing challenge facing employers around the world: finding enough qualified AI professionals. As demand continues to outstrip supply, companies are increasingly looking beyond national borders to find the expertise they need. This trend presents opportunities and challenges for Canada.
On the one hand, Canadian AI professionals are increasingly attractive to multinational employers seeking highly skilled talent. Remote work arrangements and cross-border employment mean that Canadian professionals can access a much wider range of opportunities than ever before. On the other hand, Canadian companies face increasing competition from international firms able to recruit talent regardless of location.
The critical question is whether Canada can maintain its current advantage. Competition is intensifying. France, Germany, Singapore, Israel, South Korea and the United Kingdom are increasing investment in AI and expanding workforce development programs. Meanwhile, the United States continues to dominate private sector financing.
Canada’s continued success is likely to depend on several factors, including maintaining world-class AI research institutions and expanding training opportunities for AI skills.
